This is just a quick plugin I made for my friend's server. I've added configurability to this, so I guess you can update and use it if you want? Have fun with it! XD

You guys really surprise me... my other plugin, which I thought more people would want, and which came out earlier, has less downloads than this! XD

Permissions
PearlCooldown.Bypass: Allows a player to bypass the cooldown when throwing enderpearls. Ops automatically have this permission.
PearlCooldown.NoDamage: Allows a player to not take damage when throwing enderpearls.
