RH-Heal (Custom Heal)

This is a custom made heal command.
(I haven't seen this anywhere before but maybe there is...)
The command works like the normal one but you get regeneration like when you eat an golden apple. This effect will stay for 7 seconds with updating actionbar too (every second). (and sounds)
Cooldown: 180 seconds (3 minutes)
If you use 1.8 you have to change the sounds!
