Blacklister
Blacklister is a plugin that allows you to blacklist a player from the server. Of course you can always ban a player but that can be difficult to do if you reset your bans for the server every so often. With this all of the players are stored within a separate file.
Commands & Permissions
blacklist.blacklist - Gives permission to the /blacklist command
Being OP means that you are not able to be blacklisted from the server at all. Permission for this is coming soon so you can prevent certain people from being blacklisted.
