The default configuration file has potion effects added to all the soups. Adding an effect is as simple as this:
- effect: "regeneration" (The name of your potion effect.)
duration: 5 (How many seconds it lasts.)
power: 1 (For potions that have multiple levels, change this to 2 for level 2 potion.)
You can check https://hub.spigotmc.org/javadocs/spigot/org/bukkit/potion/PotionEffectType.html for a list of effect names. You can add as many as you like, as long as you don't add conflicting effects (like speed and slow at the same time). For reference, the level 1 golden apple gives 5 seconds of Regen 2.
