Chat Manager - Chat Partys and Disable

What is this plugin?
-Players can disable player chat for themselves.
-Players can create mini chat partys.
-Players can see all message of the party when disabled chat.

1.13: Not yet X

Permission:
- chat.use: Can use all commands.

Commands:
/chat disable: You do not receive all player messages.
/chat enable: You continue receiving all player messages.
/chat party create <name>: Allows you to create a chat party.
/chat party invite <player>: Invites a player to your party.
/chat party kick <player>: Kicks a player out of your party.
/chat party leave: Allows you to leave your party.
/chat party manager <player>: Allows you to transfer management of the party.
/chat party join <name>: Allows you to join to a party that you are invited.
/chat party disband: Allows you to disband your party.
