This plugin simple doesn't let players that haven't moved to chat. I will work on this plugin when I'm bored.
How it works:
When a player joins, it adds them to a List (ArrayList) that is called "notMoved". When the PlayerMoveEvent is executed, it checks if the player is in this list, If they are then the plugin removes them. When the AsyncPlayerChatEvent is executed, it checks if the player is in this list, If they are then it cancels the event, If they aren't then it returns.
