Shake My Head Setter
Java mod listed for Minecraft 1.13. Downloads from the MC Java Mods app on Android.

That being said, this is still a fully functional Minecraft plugin that adds convenience with dealing with custom skulls as a builder.
This plugin comes with a number of commands, Here's my plugin.yml if you just want the quick version:
Now I'll go further in-depth into the features of this plugin:
SaveCache Command
This command can be run without any arguments to simply save the skin cache to file (don't worry, the plugin does so automatically when the server stops correctly. However, if your server runs around the clock, it may be a good idea to run this command periodically). The skin cache is used to keep the generated skins in memory / local files to vastly improve write times. The command also has an optional boolean value (true or false), when enables pretty printing so you can much more easily read the skin cache if you so please.
Permission: smh.save
RegisterFile Command
This command requires a relative path to a png skin file from SMH's data folder (moving up folders is allowed). This will add the skin to the skin cache, with the key being the file's name. By default, the skin cache will keep the original if you attempt to add a new skin with the same name. By setting this argument to true, you can force override the old skin.
Permission: smh.register.file
RegisterURL Command
This command is much like the RegisterFile command, but instead of a relative path you input a URL to a skin png. The same optional boolean applies.
Permission: smh.register.url
GetHead Command
This command gives the player who executed the command a player head item with the skin of the required name argument (if you added the skin with the file command, it'll be the file name, if you added it with the URL command its unable to find a file name on the webpage, it's assigned a random name.
Permission: smh.supply.item
GetWand Command
This command gives the player who executed the command a stick which when you right-click a player head, even one with an already applied skin, turns it to whatever skin set via the name argument of this command.
Permission: smh.supply.set
Now, there is one more feature that I consider to be the most useful feature of this entire plugin, which naturally is why I'm putting it at the very end of the plugin description. When you right-click a command block with one of those generic "custom skin give command"s you can find on a bunch of websites inside it, with a nether star, it adds the skin to the skin cache.
