⬇ Download on SpigotCommandGUI is a plugin that does it all... (kind of). It's a plugin that is used to create almost any kind of inventory interface. It is highly configurable, up to the looks of the items within. There is one main command which is used to create the inventories. However, there are many others and those can be seen bellow.
Command :
/cmdg new inv [Name of Inventory]
Description :
You will receive a popup and that will allow you to insert the items in the order that you want them.
Permission:
commandgui.new.inventory
commandgui.new.*
commandgui.*
Command:
/cmdg new cmd (command) [All commands to execute with that command]
NOTE: To put multiple commands for the alias, simply separate them with commas.
Description:
This command will create a command alias, with one command (labeled 'command' in the command above), you will be able to execute all the commands in the 'All commands to execute with that command] section.
Permission:
commandgui.new.commandalias
commandgui.new.*
commandgui.*
Command:
/cmdg reload
Description:
Reloads the config (((NOT RECOMMENDED TO USE IF A CHANGE HAS BEEN MADE TO THE CONFIG))) this reloads the config but it would actually bug the plugin a bit, it is best if the server is reloaded.
Permission:
commandgui.reload
commandgui.*
Config:
The config in this plugin is where all the magic happens. For the command aliases section, you can create command aliases and add permissions to them. In the Inventory section, you can determine the name of the blocks by simply renaming the subsection of content

Spoiler: Example
If you put in needs individual permission, to execute the commands then it will utilize permission to execute that particular block. (And the permissionNodeForUsage is the node to use), commandsToExecute is a list of the commands to execute. item = What Item it is. amount = how many there are. isEnchanted (whether or not it has an enchantment (just looks enchanted). isFiller = fills up all air blocks with that block, indexInInventory = where it will be in the inventory, hasLore = wether or not it has text under the block, the lore is in a list underneath as well.
