Disallow players from crafting hoppers. This is a relatively light weight plugin, so there are no commands.
Permission
Allow admins (default by op) with permission hopperblocker.craft . Users with this permission are able to craft hoppers.

Known Bugs
Spoiler: Creative Bug
NOTE : A bug was found that users in creative are able to bypass the plugin and craft hoppers when they are not supposed to. I cannot do anything about this bug, without adding more code making this plugin not as light weight as it as right now. As long as players who are disallowed from crafting hoppers are not in creative, you should be fine.
