This plugin disables all hostile mob spawns above Sky Light level 4, which essentially makes your surface safe. Endermen still spawn because they will not attack you unless you provoke them.
If you don't want pillagers, vindicators, evokers, ravagers and witches to spawn in your world, set /gamerule disableRaids true. This is so you can still go looking for Outposts, Woodland Mansions and start raids without disabling the plugin. However, this also means that if the gamerule is left as false (which is Minecraft's default), pillager patrols as well as occasional witches will roam your world, so make sure you are prepared to fight them.
