Simply put, if a vehicle (minecart, boat, horse, whatever) is outside of the world border, a player cannot ride them. This prevents a lot of glitch abuse with pushing vehicles outside of the border in order to glitch into bases/through blocks.

Best suited for Factions servers that use World Border.
