Someone wanted to block boats on 1.8, so I threw this together. Decided to make it not just boats but whatever you want. I built it with 1.8.8, didn't test it on anything else. If you try it and it fails, let me know and I can check it out.
Permissions
All commands require interdiction.admin
Anyone with interdiction.bypass will not be affected by the plugin

INTERDICT SHOW
Shows items and in what way are interdicted
INTERDICT RELOAD
Reload configuration from disk
INTERDICT CREATE ENTITY
Toggles whether or not the creation of entity is blocked. When placing a boat, it is a "boat" entity as vehicle type which is why this one command uses entities and not materials. Also I have no idea yet how to determine who placed a vehicle, so the bypass doesn't work on this. Really though, most of the time placement will be via a player interacting so to block boat placement you can use interact instead (which does work with bypass). This is more for when you want to block things like dispensers from being able to dispense a boat onto water.
INTERDICT CRAFT (material)
Toggles whether or not material can be crafted. If you omit material, it uses item in hand.
INTERDICT INTERACT (material)
Toggles whether or not material can be interacted with. If you omit material, it uses item in hand.
INTERDICT PICKUP (material)
Toggles whether or not material can be picked up. If you omit material, it uses item in hand.
INTERDICT HOLD (material)
Toggles whether or not material can be held. If you omit material, it uses item in hand. There is a bug with this; if you pick up an item and it pops into a slot that is active, it will remain. I'll try to figure that out for the next version. If you switch to it though, it fires off.
INTERDICT CFG REMOVE
Toggles whether or not to delete the item in hand when the interact interdiction is triggered.
INTERDICT LISTENT
List all entity types. Really only "boat" is likely of relevance, but as I was enumerating materials in the other command figured may as well do entities too lol
INTERDICT LISTMAT
List all material types so you know what to pass to the interdiction command. Honestly, it's much easier just to hold the item.
