Allows the Create Fly packager to produce a package with empty contents when its target is air, is not a container, or is an empty container.

An empty package is created when the Packager faces air, a non-container block, or a container with no items. Generated packages retain the configured address and use the normal Packager animation. Only the server needs the mod in multiplayer; install it normally for singleplayer.
