Water Explode
Java mod listed for Minecraft 1.8–1.19. Downloads from the MC Java Mods app on Android.
⬇ Download on SpigotCreated per request. If a creeper explodes within range of chests, they get broken. Regardless of whether or not they are in water.

I did not impose any limits on range, so be careful with that. If you set it too high and you have a weak server, it could crash it. Just for grins, I added GRASS_BLOCK to the material list and set the range to 100 then spawned a creeper next to me. It lagged for a second or so, but then make an amusingly de-grassed block of land lol:
