The plugin is supposed to make the life easier for admins by letting users create their own WG (WorldGuard)-protected regions. It is similar to the WG "claim" command but with some extra features.
Requirements
You need at least Java 8 and a Spigot or Spigot-Fork server.
Also required is the installation of WorldEdit and WorldGuard since it uses their API. (I AM NOT THE CREATOR OF THOSE AMAZING PLUGINS.)
How it works
The players are able to use commands ("property claim", "property unclaim") to create regions and setting themselve as the owner. Currently the maximum amount for that is 1 since it uses their player's name.
The property can only consist of full chunks. This makes it easier to process and understand the regional borders. Using [F3]+[G] makes it much easier to see the borders and create a property.
Each property has the same height. You can set the lowest point of the property in the config-file. The default value is 0 which is particularly useful in newer versions because players will have a tall property but also leave some space for other players to mine underneath.

Spoiler: More tips and information.
- Your users will need the "propclaim"-permission to type in any commands.
- In my experience the plugin will not use much processing resources.
- If you want to reset your config.yml, just delete it and restart the server.
- If you are already using WE and WG, the plugin should not change much and you can always easily delete it since the leftover properties will still work.
- It has some nice extra features: Displaying the entrance/exit of a region.
- If it annoys you, you can deactivate bStats but it is very lightweight.
