Skript Packager can turn Skripts in to JARs. The JARs are Spigot/Bukkit plugins that install Skript & Addons & Skript dependencies! It even prompts console/OPs to restart the server as needed. You may be asking why turn a Skript in to a jar? Some reasons are: ease of use, sellers sometimes dislike Skript, SkriptPackager makes only one file whereas Skript + Dependencies can be many. But wait theres more! SkriptPackager has a GUI which you can use to make JARs at ease which runs on Linux/Mac/Windows (Or any OS that has Java pretty much & a GUI).

Spoiler: Instructions
You are probably wondering how to use it.
- I assume you already have a JRE on your system. This program also requires the JDK, guessing from you using Skript; You don't have the JDK. So download the installer from Oracle's Official Website. When you are installing it make sure to remember where it installs.
- Download the JAR from here, top right of the resource is the download button
- Locate the JAR and open it.
- Follow the straight forward forms.
- When you reach the part where it asks for the JDK Location, find and select the folder which you selected inside the JDK installer.
- Test your JAR on a server.
