SprintSpeed is an admin tool / ease of use script that allows you to modify global sprinting / walking speeds for all players. It does this via a command:
/ss <text> <number> | /sprintspeed sprint 0.4 or /sprintspeed walk 0.2
By detecting when a player is - or isn't sprinting, this script will automatically change their walk speed value depending on their current sprint state. This allows sprinting to be hugely faster than not walking while not giving a potion effect to do so. Running faster uses food and hunger at the exact same rate it would per distance you travel by default.
This is a fairly simple script, if you can think of anything to add to it, I'm all ears.
