Create Radars Multiplayer Compatibility Patch
Fixes a client-side crash when Create Radars is installed and the client is connected to a multiplayer server.

This is a mixin to tweak Create Radars so that it doesn't run monitorPlayerHovering for other players, only for the local player, and is only required on the client. It shouldn't do anything on a server. It's not a very smart fix, but it at least stops the crash to desktop when another player flies into range on their cobblemon.
