Turns the default Minecraft enchantment glint into waves you might see at the beach. This makes the game much more immersive for two reasons.
Reason one, it looks good and makes it more enjoyable
Reason two, it makes sense the enchantment glint should be blue, due to it being made with lapis. Lapis also has interesting reactions with water in real life, so it makes sense it carries it over to Minecraft.
