How do I install [SuperSimple] LockableChests?

Overview
A simple plugin to lock chests, with a timout, so that after X time, anyone can use them again. Left clicking with give you information about the lock.

Commands

/lock - Locks the chest to you.
/unlock - Unlocks the chest, if you own it.
/modify [username] - Allows target user to open the chest.
/toggle <toggle> - Turns on/off the admin override.

Permissions

Code (Text):

chests.mod - Allows the opening of all chests. (Not unlocking)
chests.admin - Allows the unlocking of all chests.
chests.lockchest - Allows the use of the /lock command.
chests.unlockchest - Allows use of the /unlock command.
chests.modifychest - Allows use of /modify command.
chests.toggle - Allows use of /toggle command.
