One Level Anvil
Java mod listed for Minecraft 26.x. Downloads from the MC Java Mods app on Android.
⬇ Download on ModrinthReliably forces all anvil interractions to cost 1 level of experience. This also works purely server-side, and is compatible as long as anvils are not directly modified by another mod. It may seem obvious, but it also removes the limit of anvil usages for an item.
