Speleothem Suppressor

This project adds update suppression back to the game using a quirk in speleothem code. Minecraft only checks the blocktag of a block to verify if it is a speleothem, so using this datapack we can have the dripstone call for dripstone states on a non-dripstone block. This allows for reusable suppression in the newest version of the game!
