An eternal winter gamerule

A very simple mod that adds a gamerule to make your world in eternal winter.
Effects:
- All surface water is frozen.
- Snow layers cover the surface.
- Every biome has snowy weather.
WARNING: Enable in the gamerules section during world creation; Toggling the gamerule in an existing world will not work properly.
