LC Bubbles
The author built this one for Minecraft 1.20.1 on Forge. On other versions it may install and then do nothing.

This mod adds chat bubbles when a player send a chat message. Every player can custom their one bubble color using the command:
/bubblecolor <color>
or
/bubblecolor <r> <g> <b>
