Ports the Extended Hotbar Fluent Mode to 1.21.1 NeoForge

A NeoForge 1.21.1 port of the Fluent Mode from Extended Hotbar.

Fluent Mode combines your hotbar and inventory hotbar into one continuous bar, allowing you to scroll through all 18 slots seamlessly.
