0404-0405 Luxray and Luxio Hacked Changes

Part of the Cobblemon Hacked Changes series, I am now separating my one mod into separate Datapacks. This datapack targets luxray and luxio from generation four. This datapack changes the pokemon to have a secondary dark typing and changes luxray's primary ability to strong jaw.
