Adds Rustling Spots to CobbleDrock.
Find different Rustling Spots while exploring. They can show up on the surface, on top of water, in caves, in the Nether, and in the air. Some spots give items, while others have a chance to have a Pokemon waiting inside. There is also a chance that a spot has nothing inside.

Chances
Shiny Rustling Spot chance: 0.5%.
Shiny spots force a Shiny Pokemon encounter when the CobbleDrock spawn request succeeds.
Normal spots have a 55% Pokemon encounter roll.
There is also a 15% chance that a normal spot has nothing inside.
Pokemon percentages below are within that family. Item percentages are per reward roll in that family.
If an addon item ID cannot be inserted, the spot uses a vanilla fallback reward for that family.
