This is a simple resource pack that changes the texture of the background of the traffic lights from TrafficCraft to have a consistent black background. The original texture is more common in various European countries, while this resource pack changes the mod's textures to the ones more usual outside the European continent.
I highly recommend installing TrafficCraft or else this resource pack won't have any effect.
