DivineBroadcast — Automatic announcements with time scheduling and real multi-language

DivineBroadcast sends automatic messages through every channel Minecraft offers — chat,
title, subtitle, action bar, boss bar and tab list — grouped into files you can toggle
independently.
Against the established plugins in this genre it brings three things none of them combine: each
announcement can carry its own embedded translations and every player receives it in THEIR
client's language, detected automatically; scheduling is not just "every X seconds" but also at
a specific time on specific weekdays; and it requires no mandatory dependency.

- Per-world and per-permission targeting, so an announcement only reaches who it
should.
- Per-player toggle to mute the automatic announcements, while still honouring the
important notices the staff sends.
- Burst protection, so two groups landing on the same minute do not flood the chat.
- SQLite (default) or MySQL storage for each player's preferences.
- Per-announcement cooldown (`cooldown-seconds`): an announcement is not repeated within that time and the
rotation moves on to the next one. Off by default.
- Optional custom join / quit messages, in every player's own language. OFF by default so they never
clash with another plugin that already writes those lines.
- PlaceholderAPI optional, never required. Folia-ready.

This community release is available at no cost and includes the features documented here.
Advanced editions and separately licensed Divine products may be offered later. Its technical
baseline includes real multi-language support, Folia safety and no mandatory dependencies.

- **MySQL storage is supported and tested against a real instance (MariaDB 11.4); MySQL 8 itself was
not tested.** SQLite is the default. Each database must belong to ONE server: sharing it between
servers is not supported.
- Join / quit messages go through chat only, with one text per language for everybody (no per-permission
variants, no first-join text).
- No importer from other announcement plugins (AnnouncerPlus, LiteAnnouncer): their real config formats
are not known with certainty, so none is offered.
- A cooldown lives in memory: it survives `/divinebroadcast reload` and is lost on a server restart.
