⏳ 1. Three-Phase War Lifecycle

1. Preparation Phase (30 min / 15 min for Total War):
   • Global animated BossBar countdown for all players on the server.
   • On-screen titles, combat sound effects, and chat war declarations.
   • Time to gather munitions, fortify walls, and organize squad defense.
2. Active War Phase (60 min):
   • PvP enabled between belligerent towns/nations.
   • Assault TNT ignores Towny claim protections to breach fortifications.
   • Plant Capture Flags on enemy territory to claim land in real-time.
3. Outcome Selection Phase (/war end):
   • The victorious mayor opens an interactive GUI to dictate the terms of peace!
