The forest's dweller's staff has multiple stages of upgrades following the different hearts, the items to craft it however are only obtained in creative mode so operators and such can distribute them out.

To make the staff active you need to offhand a heart and have the verdant staff in your mainhand.
The staff has 3 abilities with 1 being unlocked each level
1st ability: when you hit something gives it weakness and blindness
2nd ability: when you interact summon a ring of dweller's eyes to slow and damage things inside
3rd ability: every other time you interact with the item you launch nearby foes into the air
