XChunkloaderX turns every villager into a chunkloader. The villager loads the chunk it is standing in and all 8 chunks around it (3x3 area). If several villagers are inside the same loaded area, only one of them loads – a villager only starts loading its own area once it is outside every loaded area. This way no unnecessary chunks are loaded and the server stays smooth. If the loading villager walks away or dies, another villager in the area takes over, and chunks that are no longer needed are released automatically.
