Who needs it: players on vanilla clients, on servers running Wrench Display (Fabric or Paper). Without it, the tools look like a plain stick and paper. Players who installed the mod on their client don't need it.
For server owners: you don't have to ask players to install it. Host the zip and send
it automatically,
either with resource-pack and resource-pack-sha1 in server.properties, or with
resourcePack.url and
resourcePack.sha1 in the mod's config. The SHA-1 is shown on the file's download page.
One pack works on every version from 1.21.6 to 26.3. It also contains the translations of the mod's messages.
