To open the Minelorean menu, you must be mounted on the vehicle and interact/right-click on the vehicle if you're on PC. This will open the menu showing statistics and saved locations. To elevate the vehicle, press "jump" to raise it, then look up if you want to ascend and look down if you want to descend.
