When you spawn in, you will be given a recipe for the pack guidebook. When used, a menu will pop up with multiple sections telling you everything you need to know about the pack, just in case you don't feel like revisiting this page.

Welcome to the Mantles Add-On! This pack takes the potions of vanilla Minecraft and gives them more use while also allowing you to wear cool-looking cloaks!
There are currently 16 Mantles associated with a potion effect. When equipped, the mantle will give you a potion effect until it breaks. They can be repaired with the materials used to craft them or even enchanted with unbreaking to reduce the time it takes to break.
Upgrading your mantle
By using this item with a mantle equipped, your mantle will become unbreakable.
