Phantom spawn cooldown is 8 minutes. Only one phantom spawns per night (they still spawn during storms). More phantoms spawn depending on difficulty level. Maximum phantoms reduced from 5 to 2, 3, or 4 depending on difficulty. Mobs attack more frequently, flight height decreased, larger hitbox.
