I've read the books so was able to give you the most accurate scale map of Middle Earth to date. This is devoid of towns/castles but is ready for you or your players to build your own. Random structures do spawn across the map with villagers, monster spawners and vanilla dungeon loot tables.
Despite no towns/castles, I did my best to terraform the locations for you in advance. You'll find I even did the hill at Weathertop and Edoras for you.

Above: The pass of Caradhras
This is made for geopolitical servers; strategic mountain passes such as the Redhorn/Caradhras, the High Road pass out of Rivendell, the Black Gate, Minas Morgul and so on. Strategic resources can also be found at certain locations. Ancient debris (Mithril?) can be found on Mt Doom and Moria. Diamond, gold, iron and emerald ores have boosted spawn rates in the Lonely Mountain, Iron Hills, Mt Doom and Moria. This gives incentives for fighting for control of these passes or resources on geopolitical servers. Spawn rates are a subtle, roughly double boost to vanilla rates.
Above: Resource map. Pickaxe represents mining hot spot with double ore rates. Only Moria and Mount Doom have ancient debris. The sword represents the Barrow lands.

Above: The Barrowlands, home to burial mounds full of the undead.. and treasure. Most of these have simple dungeon loot tables but a few have end city loot tables.

Above: The Brown lands.
(Java only) The map comes unpopulated so it should be datapack/mod compatible with the exception of structure spawning. Structures generally cannot spawn on custom maps but there are definitely exceptions depending on the mod and some plugins can spawn structures.

Above: The River Anduin
The trees all have leaf decay on and are 1:1 accurate models to beech, oak, birch and fir trees from the real world, and even Mallorn trees from Lothlorien. Tolkien was meticulous in describing the species of trees for most forests in his world. Creaking-spawning trees can be found in Fangorn forest, the Old Forest and rarely within Mirkwood.

Above: Beech and Mallorn trees of Lothlorien.

Above: North Ithilien

Above: Fangorn Forest. Uses Pale Garden biome.

Above: Spawn point is near the falls of Rauros.
Structures and Mobs: Every type of cat/wolf is found on the map and many custom structures can be found on the map. Vanilla dungeons will spawn on the java versions. In addition, all map versions have randomly placed and fully custom villager huts, pillager camps, burial cairns, etc. Villager structures often contain cats/dogs in addition to villagers. No strongholds/trial chambers spawn but these are easily placed using vanilla commands.
