This was the goal for creating something similar but for Minecraft Bedrock edition. In Real Waving Plants Texture Pack, the textures were upscaled to 256×256 and they still looked the same as before at 16×16. Thanks to the increased resolution of the textures, such a smooth and beautiful animation was achieved.
